A constant part of a Concat: dim copies of fill.

Constant(*, dim: int = 1, fill: float = 0.0)

The declarative form of a slot the checkpoint was trained to see but the env does not produce – a pad channel, or a proprio slot the training pipeline held at a fixed value. Unlike an absent optional part this is authored data, not fabricated: it never reads as a zero-filled role.
