rlmesh_recorder_capture

NULL cameras = discover all; non-NULL/0 = metrics only. NULL video_info_keys = ["video_artifact_path", "video_url"]; non-NULL/0 = empty. A nonzero count with a NULL list, or a NULL list element, is refused. Capture retains session and recorder state through run_hooks_free, even after recorder_free. Returned hooks work with run/session and all run_hooks_on_* calls.
