RLMESH_RECORDER_OPTIONS_INIT

Options are copied. NULL = INIT, undersized structs are refused, reserved and unknown trailing bytes must be zero. configs are DICT Values, NULL = {}. Calls on one recorder serialize. Free must not overlap another call. Record snapshots own their data independently of recorders and input handles.
